📄 Abstract

This conceptual paper examines the structural integration of community-based microfinance networks—exemplified by state-sponsored poverty eradication and women empowerment missions—into local governance frameworks. Moving beyond region-specific assessments, this study investigates how decentralized, three-tier community networks transform marginalized groups from passive welfare recipients into active economic agents. By synthesizing theoretical frameworks of gender equality, human capital optimization, and financial inclusion, the paper highlights how micro-credit recycling, localized democratic leadership, and capacity-building mechanisms foster multidimensional empowerment (economic, social, and psychological) among women.
