📄 Abstract
Total Quality Management (TQM) has emerged as a strategic management philosophy that fundamentally transforms how healthcare organizations operate, with the potential to significantly enhance performance efficiency in hospital and health services administration. This review paper synthesizes the current state of knowledge regarding TQM implementation in healthcare settings, examining its impact on various dimensions of hospital performance including operational efficiency, clinical quality, patient safety, and staff satisfaction. Through a comprehensive analysis of peer-reviewed literature published between 2014 and 2026, this review identifies the critical success factors for TQM implementation, the primary barriers encountered in healthcare contexts, and the measurable outcomes associated with successful TQM adoption. The findings indicate that TQM implementation is associated with significant improvements in work efficiency, medical service quality, patient satisfaction, and safety quality across diverse healthcare settings. Strong top management commitment emerges as the most frequently reported critical success factor, while bureaucratic constraints and inadequate training represent the most common implementation barriers. The review also reveals that the effectiveness of TQM varies across different healthcare contexts, with developing countries facing unique challenges in adoption and sustainability. This paper concludes with evidence-based recommendations for hospital administrators, policymakers, and quality professionals seeking to leverage TQM as a strategic tool for enhancing healthcare performance efficiency.
