📄 Abstract

This qualitative study examined how tricycle drivers in Butuan City, Philippines understand and comply with traffic rules and regulations and how these behaviors affect road safety. It aimed to determine the personal, social, and contextual influences on drivers’ interpretation of traffic regulations; describe drivers’ daily experiences, challenges, and decision-making related to compliance and violations; explain how interactions with passengers, operators, and traffic enforcers shape behavior; and identify conditions, strategies, and consequences linked to compliance and non-compliance of tricycle driver to the traffic rules and regulations. Using a Grounded Theory method, purposive sampling was used to interview six tricycle drivers and twenty-two key stakeholders, including cooperative operators, passengers, City Traffic and Transportation Management Division enforcers, and Philippine National Police Traffic Enforcement Unit personnels. Data from semi-structured interviews were coded and analyzed. Findings indicate that compliance is negotiated rather than automatic such as experience and age can increase rules familiarity but may also foster overconfidence or resistance to evolving ordinances, while newer drivers tend to comply due to fear of penalties. Meanwhile, economic survival pressures, passenger demands, road and signage conditions, and the visibility and perceived fairness of enforcement may influence on-road choices. The study concludes that knowledge alone is insufficient because attitudes, situational incentives, and system conditions jointly drive drivers’ behavior. The resulting theory, negotiated survival compliance, underscores the need for context-sensitive understanding of compliance to strengthen road safety.
