📄 Abstract
This study evaluated the implementation and effectiveness of police patrol operations in Northern Samar, Philippines, to establish an empirical basis for strategic interventions. Employing an explanatory sequential mixed methods design, the research integrated quantitative survey data with qualitative phenomenological inquiry using Colaizzi’s seven-step method. Quantitative data were gathered from a statistically representative sample comprising patrol supervisors, beat patrollers, and community officials, complemented by in-depth interviews with key informants. The quantitative findings revealed that the level of implementation of police patrol operations across patrol duties, tasks and responsibilities, and operational procedures was rated as Highly Implemented. Similarly, the perceived level of effectiveness in terms of patrol guidelines, duties, and response to calls for assistance was rated as Very Effective. Non-parametric analysis using the Mann–Whitney U test indicated no statistically significant differences between patrol supervisors and beat patrollers regarding implementation and effectiveness (p > 0.05). However, Kruskal–Wallis and Dunn’s post-hoc analyses showed that community officials evaluated both implementation and effectiveness significantly lower than police personnel (p < 0.05), highlighting a perceptual gap between law enforcement and external civic stakeholders. Qualitative results revealed key factors affecting performance, including limited patrol vehicles, archipelagic geographic constraints, and insufficient communication equipment. To bridge operational gaps and align police execution with community expectations, the study developed the BANTAY Program, a strategic framework focused on data-driven deployment, enhanced logistics, and strengthened community partnership
