📄 Abstract
This study investigates the competencies, challenges, and aspirations of Philippine Coast Guard (PCG) personnel involved in maritime law enforcement within Central Visayas. Using a mixed-methods, explanatory sequential design, the research first quantifies personnel competencies in apprehension, chain of custody, and case filing, then contextualizes the findings through qualitative interviews. Results reveal a significant generalist skills gap, with nearly half of personnel lacking technical specialization and formal functional training. Officers and experienced Senior Petty Officers demonstrate higher competence, while junior officers and non-officers report more acute operational and resource challenges, highlighting a disconnect between leadership and frontline realities. Systemic inefficiencies in evidence management, procedural weaknesses in case filing, limited inter-agency collaboration, and persistent resource shortages further impair effective law enforcement. The absence of gender-based disparities in competencies and challenges underscores the PCG’s progress in fostering equity. Recommendations include institutionalizing specialized career paths, formalizing peer mentorship, establishing regional evidence centers, enhancing digital chain of custody systems, and prioritizing frontline logistical support. Bridging the leadership-frontline gap through targeted support and improved communication is essential for strengthening organizational resilience and operational effectiveness. The findings inform the development of evidence-based training and intervention programs tailored to the evolving needs of PCG personnel, contributing to improved maritime security and resource protection in the Philippines.
