📄 Abstract
This study explored the lived experiences of private security professionals during the transition from Republic Act No. 5487 to Republic Act No. 11917, focusing on how the new law influenced their professional practice, identity, compliance, and adaptation to evolving regulatory standards. Specifically, it sought to understand how private security personnel experienced the regulatory transition, interpreted and attached meaning to the changes introduced by the law, encountered and managed implementation challenges, adapted to new professional demands, and proposed measures to strengthen the implementation and sustainability of RA 11917. A descriptive phenomenological qualitative research design was employed, involving 20 purposively selected private security professionals from the private security agency deployed at Clark International Airport Corporation (CIAC). Data were gathered through semi-structured interviews and analyzed using thematic analysis, which resulted in the development of major themes that described the participants lived experiences. The findings revealed that participants viewed the transition as a positive and transformative reform that modernized and professionalized the private security industry. The implementation of RA 11917 increased their awareness of regulatory requirements, strengthened professionalism, accountability, discipline, and ethical conduct, while enhancing opportunities for professional growth and career development. Participants also attributed positive meanings to the law, describing it as a mechanism that strengthened their professional identity, improved public recognition, promoted dignity and respect, protected their rights, and encouraged continuous learning and self-improvement. At the same time, they identified challenges related to licensing requirements, continuous training obligations, documentation processes, qualification standards, and inconsistencies in the implementation of benefits and welfare provisions among some agencies. Despite these challenges, participants demonstrated resilience and adaptability through continuous learning, regulatory compliance, participation in training activities, and positive responses to organizational and regulatory changes.
