📄 Abstract

This study examines the dynamics between crime solution efficiency and conviction success in the Caraga Region, focusing on the years 2018 to 2022. It seeks to determine the relationship between the efficiency of crime investigations conducted by police investigators and the success of subsequent prosecutions leading to convictions. Using a mixed-method design, the research combined quantitative data analysis of reported, solved, and filed cases with qualitative interviews from police investigators, prosecutors, and members of the judiciary. The study explored how investigative responsiveness, timeliness, inter-agency coordination, and prosecutorial readiness influence conviction outcomes. Findings revealed that while crime solution efficiency has improved over the past five years, conviction success remains disproportionately low. The major challenges identified include limited forensic capability, delayed case buildup, inadequate coordination between law enforcement and prosecution, and insufficient logistical and training support. Nonetheless, the integration of modern investigative tools, capacity-building programs, and data-driven decision-making contributed to faster case resolution and improved evidence handling. The study concludes that the enhancement of inter-agency collaboration, modernization of investigative procedures, and institutional reforms are essential to bridging the gap between crime solution and conviction success.
