📄 Abstract
The Enhanced Comprehensive Local Integration Program (E-CLIP) is the Philippine government’s reintegration program for former members of communist terrorist groups who voluntarily surrender and return to civilian life. This study explored the lived experiences of former rebels who participated in E-CLIP and examined the program’s contribution to reintegration and sustainability. A phenomenological design was employed. Nine (9) purposively selected former rebels who were beneficiaries or applicants of E-CLIP participated in semi-structured interviews conducted in Filipino. Data were analyzed using Braun and Clarke’s reflexive thematic analysis. Ethical principles, including informed consent, confidentiality, and voluntary participation, were observed. The analysis generated thirty-two (32) themes across the five Statements of the Problem, demonstrating that reintegration is a dynamic and continuing process extending beyond financial assistance. Participants viewed E-CLIP as an opportunity to reclaim dignity, restore lawful civilian identity, reunite with families, and pursue a peaceful future. JAPIC Certification emerged as an outcome by providing legal assurance, freedom of movement, and confidence to participate in community life. Family support, community acceptance, livelihood opportunities, and government institutions facilitated sustainable reintegration. However, delayed benefits, fragmented inter-agency coordination, limited post-program monitoring, inadequate psychosocial interventions, livelihood sustainability concerns, and insufficient housing support remained challenges. Based on these findings, the study developed the Balik-Loob Strengthening Action Plan (BSAP), a framework emphasizing long-term case management, inter-agency coordination, psychosocial and family-centered services, sustainable livelihood and housing interventions, monitoring, and community participation. The study concludes that sustainable reintegration requires economic self-sufficiency, psychological recovery, family stability, social acceptance, and participation in community life.
