📄 Abstract
Effective jail management plays a critical role in ensuring institutional security, inmate welfare, personnel development, and successful rehabilitation programs within correctional facilities. This study assessed the effectiveness of jail management practices at the La Trinidad District Jail–Male Dormitory in Benguet, Philippines. Specifically, it examined the effectiveness of jail management, effectiveness of existing policies and guidelines, identified operational challenges encountered by jail personnel, and proposed an enhancement program to improve jail administration. It employed a mixed-methods research design utilizing quantitative and qualitative approaches. Data were gathered from jail personnel, PDLs, and visitors through structured questionnaires and supplemented by interviews and documentary analysis. Descriptive and inferential statistical tools were used to analyze quantitative data, while thematic analysis was employed for qualitative responses. Findings indicated that the overall jail management system was effective across all operational dimensions. Security measures were found to contribute significantly to maintaining order and discipline within the facility, while the provision of basic needs and developmental activities supported the welfare and rehabilitation of PDLs. Jail facilities were assessed as generally adequate in meeting institutional requirements, although concerns regarding space limitations and resource availability were identified. Personnel welfare and development programs were likewise viewed positively, contributing to employee competence and organizational performance. The study further revealed that existing policies and guidelines were generally effective in directing jail operations and ensuring compliance with correctional standards. However, persistent challenges such as overcrowding, limited financial and logistical resources, infrastructure constraints, and increasing demands on personnel continued to affect operational efficiency. The study concludes that effective jail management requires a balanced integration of security, rehabilitation, resource management, and personnel development. Continuous policy improvement, infrastructure enhancement, and stakeholder support are necessary to sustain the quality of correctional services and achieve the objectives of humane and effective jail administration.
