📄 Abstract

This study investigated the components of transformational leadership and employee engagement among 148 police officers in San Fernando, Pampanga. Employing an explanatory sequential mixed methods design, the research utilized total enumeration for quantitative profiling and assessment, supplemented by semi-structured interviews to explore operational challenges. Quantitatively, the respondents perceived their leaders as practicing transformational leadership behaviors "Often" to "Always". Concurrently, the baseline employee engagement among the officers was scored as "Extremely High Engagement" in terms of vigor and dedication, and "Highly Engaged" in terms of absorption. Statistical testing using the Spearman Rank Correlation Coefficient revealed that overall transformational leadership has a negligible and non-significant relationship with employee engagement leading to a failure to reject the null hypothesis for the majority of the components. Qualitative thematic analysis contextualized these figures by identifying critical environmental barriers affecting the force. While themes such as supportive leadership, clear communication, and participative trust were proven to boost morale and task confidence, they are heavily constrained by persistent operational stress. Officers frequently struggle with severe manpower shortages, heavy workloads, physical exhaustion from extended duty shifts, resource or logistical deficits, and delayed or rapidly changing instructions. These structural strains directly deplete personal energy reserves and disrupt sustained task absorption. Based on the convergent findings, the study concludes that a formalized framework is needed to sustain police morale and organizational efficiency. Accordingly, the Transformational Leadership and Employee Engagement Enhancement Policy (TLEEEP) was proposed to strengthen supervisory leadership, standardize communication, institutionalize employee recognition, promote strategic workload management, and enhance psychological wellness among police personnel.
