📄 Abstract
This article examines the principal mechanisms through which the Russian Empire influenced the domestic policies of the Emirate of Bukhara and the Khanate of Khiva during the period of the Russian protectorate. It analyzes the activities of the Russian Political Agency in Bukhara, the economic and legal instruments of imperial influence, the role of Russian settlements, and the impact of imperial policy on the modernization and reform of traditional institutions of governance. The study concludes that the Russian system of administering the protectorates constituted a form of indirect colonial rule, combining the formal preservation of the sovereignty of the khanates with their actual political and economic dependence on the imperial center.
