📄 Abstract
Uttarakhand, commonly known as the "Dev Bhoomi" or "Land of the Gods," continues to grapple with underdevelopment despite its vast ecological richness, cultural heritage, and potential for tourism. This study delves into the diverse challenges impeding the state?s advancement, with a particular emphasis on the effects of land laws (Bhoo Kanoon), recurring natural calamities, and systemic issues in governance and infrastructure. Utilizing a mixed-methods research design?including surveys, interviews, and analysis of secondary data?the study investigates how policy neglect, media portrayal, and public sentiment intersect. The findings highlight key barriers such as insufficient disaster preparedness, rural outmigration, disproportionate tourism-centric development, and the media?s limited focus on grassroots issues. The research further examines how both traditional and digital media either spotlight or overlook critical societal concerns. Through the lens of journalism and mass communication, the paper proposes strategic recommendations to foster sustainable development, inclusive governance, and more accountable media practices in Uttarakhand.
