📄 Abstract

This study examined the safety and inclusion of LGBTQIA+ student-athletes in selected higher education institutions in Tagbilaran City, Bohol, in relation to the implementation of the Safe Spaces Act (Republic Act No. 11313). Specifically, it aimed to determine the status of Safe Spaces Act–aligned policies, programs, and mechanisms and to describe the reported experiences of LGBTQIA+ student-athletes in terms of safety and inclusion in sports settings and broader campus environments. A qualitative descriptive research design was employed. Data were gathered through document analysis, individual interviews, and a focus group discussion using purposive sampling. The data were analyzed using thematic analysis. Findings revealed that while institutions demonstrate awareness of national legal frameworks, the development and documentation of institutional policies remain limited and inconsistent. Reporting mechanisms and preventive activities vary in their level of formalization, and policies addressing LGBTQIA+ inclusion, protection, and sports contexts are minimal. In terms of reported experiences, participants described inclusion as largely shaped by informal practices and interpersonal relationships. While sports environments foster a sense of belonging, experiences of safety and inclusion vary, with instances of teasing, exclusion, and discomfort reported in certain contexts. The study highlights the need to strengthen institutional policies, improve awareness, and develop more inclusive systems to ensure consistent safety and inclusion for LGBTQIA+ student-athletes.
