📄 Abstract
This study develops an analytical framework for climate vulnerability assessment that brings climate policy and climate finance into a single perspective: finance is the input, the mitigation and adaptation policies it underwrites are the mechanism, and reduced vulnerability and improved welfare in developing countries are the outcome. The contribution of this paper is threefold. First, it synthesises the IPCC SREX risk framework (2012) and the Füssel and Klein adaptation policy assessment framework (2006), into one representation holding climatic and non-climatic spheres, inherent vulnerability, and policy response space. Second, it inserts climate finance as an explicit element, distinguishing mitigation finance, adaptation finance, and loss-and-damage facility, and maps each onto a policy capacity. Third, by tracing the full chain from emissions through hazard, vulnerability, policy, and finance to impact, it supplies a testable logic: finance builds capacity, capacity improves climate performance, and improved performance reduces vulnerability.
